Knowing the location of your Skyrim/Data folder is the important first step in installing mods to the game. Once this done, unless I'm missing some information, the process of creating mods for the Special Edition should be the same as for the normal Skyrim.
Whatever the platform you want to create mods for, you must first own Skyrim Special Edition for PC, then install the Creation Kit from the launcher. If you wish to install them manually, normally all you need to do is unzip the contents that you download and place them in your game directory. While most mods are very simple to install, they can be a real pain to uninstall.
